A trav\u00e9s de la Resoluci\u00f3n 49\/2026, la Secretar\u00eda de Transporte aprob\u00f3 el Reglamento Permanente de Asignaci\u00f3n de Capacidad y Frecuencias para los servicios a\u00e9reos nacionales e internacionales, una herramienta que fija las reglas para organizar la programaci\u00f3n de vuelos cuando la infraestructura comienza a mostrar se\u00f1ales de saturaci\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La decisi\u00f3n ratific\u00f3 al Aeroparque Jorge Newbery como aeropuerto facilitado Nivel 2, una categor\u00eda prevista por la Worldwide Airport Slot Guidelines (WASG) de la Asociaci\u00f3n Internacional de Transporte A\u00e9reo. La clasificaci\u00f3n no implica restricciones para operar ni un sistema de&nbsp;<em>slots<\/em>&nbsp;obligatorios. En cambio, reconoce que, durante determinados momentos del d\u00eda o de la temporada, la demanda puede acercarse al l\u00edmite de la capacidad disponible y requiere una coordinaci\u00f3n entre las compa\u00f1\u00edas a\u00e9reas y la&nbsp;<strong>gesti\u00f3n de horarios<\/strong>&nbsp;para evitar superposiciones en la programaci\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En la pr\u00e1ctica, el nuevo r\u00e9gimen busca ordenar el crecimiento del tr\u00e1nsito a\u00e9reo mediante criterios objetivos y conocidos por todos los operadores. La resoluci\u00f3n consolida la experiencia obtenida con el esquema transitorio que se utiliz\u00f3 durante el 2025, per\u00edodo en el cual las autoridades analizaron la evoluci\u00f3n del mercado, el aumento de pasajeros, la disponibilidad de infraestructura y el comportamiento operativo de Aeroparque. Seg\u00fan las normativas internacionales, un aeropuerto de Nivel 2 presenta probabilidades de congesti\u00f3n en determinados per\u00edodos, aunque esa situaci\u00f3n todav\u00eda puede resolverse mediante acuerdos de programaci\u00f3n entre las aerol\u00edneas y el facilitador.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La resoluci\u00f3n tambi\u00e9n encomienda a la Administraci\u00f3n Nacional de Aviaci\u00f3n Civil y al Organismo Regulador del Sistema Nacional de Aeropuertos la publicaci\u00f3n de los calendarios de actividades elaborados por el operador aeroportuario, junto con la difusi\u00f3n de la informaci\u00f3n vinculada a la capacidad disponible.
